Landlord to pay £80k after fire breaches
A fire brigade has prosecuted a landlord who incurred 18 separate breaches of health and safety laws in three properties he was letting to private tenants.
Stuart De’Ath, the landlord of a number of premises in the Lytham St Annes area, was fined a total of £72,000 and ordered to pay prosecution costs of £8,700 and a victim surcharge of £120.
The prosecution followed an inspection of the properties by officers from St Annes fire station and Fylde council, which resulted in De’Ath being issued with Prohibition Notices to improve fire safety in the buildings.
The three premises, all in St Annes, were sub-divided into a total of 19 flats.
The breaches under the Regulatory Reform (Fire Safety) Order 2005 were an absence of fire risk assessments, inadequate fire separation throughout all premises, an inadequate means of giving warning in case of fire, the inadequate provision of emergency lighting, and inadequate fire evacuation procedure.
Other breaches included combustible materials on the means of escape and incorrect fastenings on a final exit door.
