Landlord fined for not complying with improvement order
A landlord has been fined £250 and ordered to pay over £7,000 in costs and associated charges after admitting he failed to comply with a local authority instruction to improve the condition of a property he let.
Kris Parmenter of Leigh in Essex admitted failing to comply with an improvement notice issued by Southend council’s private sector housing team. The local authority has now carried out repairs to the apartment after the landlord did not address issues relating to dampness, which the council deemed “seriously hazardous.”
The authority told Parmenter it was concerned about the property back in September 2012 and issued an improvement notice requesting the work be undertaken by late April 2013.
After another inspections in July 2013, a six week enforcement notice was served but yet another inspection in October revealed the work had not been completed. Specific problems included wooden sash windows which were rotten, and excessive levels of cold, damp and mould with no controllable ventilation in the bathroom and kitchen.
Parmenter was fined £250 and ordered to pay Southend council’s £6,604.88 costs, £560 court costs and a victim surcharge of £25. The council said it was determined to go after people who failed to adhere to health and safety rules.
